How to Become a Licensed Cosmetologist in California
Your Path to a California Cosmetology License

Step 1: Meet the Basic Requirements
Before enrolling in a cosmetology program, California requires that you have:
- A high school diploma, GED, or equivalent
- A valid government-issued ID
That's it. There's no age limit, no SAT scores, no essays, and no semester deadlines to worry about. If you meet those two requirements, you're eligible to start.
Step 2: Complete 1,000 Hours of Approved Training
California law (Sections 7312, 7362, and 7362.1(c) of the Business and Professions Code) requires cosmetology students to complete 1,000 clock hours of training at an approved school.
Your training will cover a wide range of skills, including:
- Hair services: precision cutting with razors, shears, and clippers; wet and thermal styling; full color services including tinting, bleaching, highlights, lowlights, and corrective color; permanent waving and chemical straightening; scalp treatments and hair analysis
- Skin and face: manual and electrical facials, chemical peels, masks, makeup application (corrective, complete, and event), eyebrow shaping, hair removal, lash and brow tinting, and false eyelash application
- Nails: water and oil manicures, complete pedicures, and artificial nail techniques including liquid, powder, brush-on, tips, wraps, and repairs
- Business of beauty: salon management, client consultation, professional ethics, resume preparation, and California laws and regulations
At ICBAS, the cosmetology program is offered in a true hybrid format — 50% online theory, 50% hands-on training in our professional salon. Full-time students can complete the program in about 27 weeks, while part-time students typically finish in 40 weeks.
Step 3: Apply for the State Board Exam
Once you've completed your 1,000 hours, your school will issue a Proof of Training document. You'll use this to apply for the California State Board exam through the California Board of Barbering and Cosmetology (BBC).
The application process involves:
- Submitting your proof of training
- Paying the exam fee
- Scheduling your written and practical exams
Step 4: Pass the State Board Exam
The California cosmetology exam has two parts:
- Written exam: Tests your knowledge of cosmetology theory, health and safety, California laws, and chemistry
- Practical exam: Tests your hands-on skills in hair, skin, and nails

Step 5: Get Licensed and Start Your Career
After passing both exams, the BBC issues your California Cosmetology License. This license qualifies you to work legally as a cosmetologist in California, and it has reciprocity with many other states — meaning if you relocate, you may be able to transfer your license.
